It is a public document
Unlike a corporate return, the 990 is published. Grantmakers review it, watchdog sites score from it, and prospective major donors read it. The numbers on it become your organisation's public financial identity.
What readers look at first
- The functional expense split between programme, management and fundraising.
- Executive compensation.
- Net assets and whether reserves are growing or shrinking.
- Whether the governance questions are answered affirmatively.
The programme ratio and its limits
A high programme ratio is treated as a proxy for efficiency, which is contested but influential. The important thing is that your allocation method is reasonable, documented and consistent. Shifting the basis between years to improve the ratio is visible to anyone comparing filings.
The governance section
Questions about conflict of interest policies, whistleblower policies, document retention and board review of the 990 itself are answered yes or no, and the answers are read. These are cheap to fix and conspicuous when missing.
Preparing through the year
Functional expense allocation done monthly is accurate. Done once in preparation for the filing, it is an estimate. The difference shows up under any scrutiny.
